They should be hard coded subs in the file . I know PSA BRRip encodes have them they used The.Mule.2018.1080p.BluRay.x264-DRONES for there encode.

@Katmando...thanks for the advice. Just viewed the PSA BRRIP encode. The mux'ed english subs are for the english parts only and not the spanish parts. In fact, the The.Mule.2018.1080p.BluRay.x264-DRONES indicates where the spanish parts are located without any english translation. Anyway, thanks for the suggestion.

I checked The.Mule.2018.BDRip.x264-DRONES it has hard coded subs for the Spanish parts too.

@Katmando thanks for the screenshots. You are correct there are HC subs from 00:39:25 through 00:40:16.
There are no HC subs for the spanish parts at 00:01:40 through 00:31:45 as well as other places in the movies such as 01:18:40 in the 1080p PSA and RARBG encodes viewed.
It was just startling that the HC subs do not appear throughout. It makes watching interesting since some spanish parts are HC'ed and others are not.
