Two other possibilities: It's misnamed, or they figured out how to really do it. In answer to your question, highly doubtful. The scene is meticulous about it's rules.

NTb labeled their latest Twin Peaks capture as a web-dl, too. They may actually have figured out how to capture an Amazon stream (which is a web-dl), rather than doing a screen capture (webrip).
Commercial downloaders from Freemake, VSO, etc are fine for YouTube and similar sites, but fail on paid sites. However, I bet the scene has better web-dl tools.
